I tried holding on to the rod with a monkey wrench/vise grip but it still turns when I try to turn the nut.

    Soak it in a penetrant? Not WD-40, something like Aero Kroil, or a 50/50 mix of acetone and automatic transmission fluid.

  • "How" is dependant on whether you want to save what it attached to or not. If not, I would hold the round silver part on the top of the ceramic thing with large slip joint pliers, then use a 6 point box wrench on the nut. The rod is so rusted it is not likely to be salvageable.

    Have you tried to let the rod continue to turn, to see if it unscrews from the silver part?

If the suggestions in comments don't work for you, or if you feel they risk damage, you can use a nut splitter. It will destroy the nut but it should leave the threaded rod undamaged.
