I tried holding on to the rod with a monkey wrench/vise grip but it still turns when I try to turn the nut.

"How" is dependant on whether you want to save what it attached to or not. If not, I would hold the round silver part on the top of the ceramic thing with large slip joint pliers, then use a 6 point box wrench on the nut. The rod is so rusted it is not likely to be salvageable.– RMDmanCommented Nov 10 at 17:17

If the suggestions in comments don't work for you, or if you feel they risk damage, you can use a nut splitter. It will destroy the nut but it should leave the threaded rod undamaged.
