Nov 10 at 22:26 comment added crip659 There are a lot of ways to loosen that nut(I like a torch and cut it off myself), but the simple way would be to turn the top piece while holding the nut. If that does not work, a small grinding wheel just above the nut/or cut the nut will work. The stuff does not look like it is worth the work saving. A new rod/nut/washer should be ~10 dollars, maybe a bit more these days.

Nov 10 at 18:06 comment added crip659 @RMDman That is probably an answer. Unless weird, the top should be threaded also.

Nov 10 at 17:52 comment added Simd @RMDman I have to a limited extent. I could try that for longer.
Nov 10 at 17:22 comment added RMDman Have you tried to let the rod continue to turn, to see if it unscrews from the silver part?
Nov 10 at 17:19 comment added Simd @RMDman unfortunately the rod can turn while the part above the ceramic is steady.
Nov 10 at 17:17 comment added RMDman "How" is dependant on whether you want to save what it attached to or not. If not, I would hold the round silver part on the top of the ceramic thing with large slip joint pliers, then use a 6 point box wrench on the nut. The rod is so rusted it is not likely to be salvageable.
Nov 10 at 17:09 comment added Huesmann Soak it in a penetrant? Not WD-40, something like Aero Kroil, or a 50/50 mix of acetone and automatic transmission fluid.
