Can I cut out a leak, in the middle of a stainless braided water line, and splice it back, under the kitchen sink?

Unless you have a considerable array of specialized hose-crimping equipment - No, they are disposable, not repairable.

How can I (or a plumber) locate a mysterious internal leak?

General process would be to shut things off internally and repeat your stop valve test to see which thing or things affect the leak. How well you can narrow it down depends on how your plumbing is set ...

What is this silver plate beside by tub and what is it for? Why is it leaking? What to do?

What is this silver plate beside by tub and what is it for? Why is it leaking? What to do?

Can I cut out a leak, in the middle of a stainless braided water line, and splice it back, under the kitchen sink?

You probably could do that and have it last for a few minutes. By the time you found the proper size rubber connector and hose clamps, you'd have spent more than buying a new supply line. And that ...

How can I seal leaking water line behind fridge?

The valve at the head of this line is likely in a basement or crawl space (if it's not in a nearby cabinet). It's also likely to be a flimsy puncture-type saddle valve, where closing it may just move ...

How can I (or a plumber) locate a mysterious internal leak?

To answer your question generically, there are only so many places that water could be transferring from the supply lines to the drain lines. We can reasonably assume that this is what's happening ...
