Does composite decking hold more solar heat than wood decking?

No, you're not mistaken, you are perceiving the main drawback to composite decking material; compared to real wood it gets hot and stays that way longer.

Why don't my composite deck screws go in all the way? Why RT screws?

I believe the intent of the reverse thread is to suck the deck board down onto the stringer. You don’t want the deck board and the stringer both engaged to the threads; that will hold the deck board ...

Existing joists span max 17.5in OC - Trex composite says max 16" allowed

Sister another joist and add some more blocking. Second joist will cut down the width to 16" or just over, and blocking will help prevent additional flex that Trex has.

Help identifying composite decking

I installed Timber Tech on my deck so I'm pretty familiar with it. The grooves on the side are for their Concealoc fasteners that hold the decking onto the joists without screws through the decking.

Are there any composite/plastic lumber brands that can be used indoor?

As long as your platform/base doesn't need to be structural, cellular PVC based decking/trim is acceptable for indoor use and that type of moisture exposure. Look at Azek's trim product line.
