My house was built in the 1950s and I have a basement window well that was filling up with water after a hard rain. I have covers however the water would come up. After much reading online that there should be a drain that may need cleaning out so I started digging looking for a drain.

I was unable to find a drain, but the outer area of the well is made of concrete and there is a lot of broken concrete in the well that prevents me from digging more than a foot.

After digging out the well the water now never drains.

Should there be an existing drain? If so what would be the best way to find it and clean it out?

If not what would be the best way to handle this situation?
