Back door has lead light that matches the house in the top part of door. I want to cut the bottom of the door off and still use the top part as an opening window. The window will work just like opening the door, but only top half. Plan to put wind laches and get a fly screen made outside. House is weather board outside and need ideas on how to make the new window weather proof? The window will get some wet weather and is only partly protected from weather.

Based on your wague instructions I. would build this.
Cut the door in half.
Close the bottom part matching with the existing wall (stucco or something else).
Insert a 2x2 in the bottom part of the upper door to complete the window frame
Cut open 32 x 32 inch in the upper door.
Fit a window in it.
Add new door hinge.
Insert horizontal 2x4 under the window/door frame, for structural reason.
Insert window sill of choice.
Install hardware for the door/window.
caulk and paint.
The upper door becomes a window.
