I laid 12" x 12" paver stones for my shed a few years ago. I notice that the corner stones have sunk and the polymeric sand has cracked as well. I lifted the stones to find that the crushed stones have crumbled as well. There is no retaining wall because I'm against my fence.

The last row of pavers are against the fence and not much support for the crushed stones to remain compact with heaving.

How can I fix this problem? Do I put more crushed stones, compact it with a tamper and re-lay the stone? Then reapply the polymeric sand for the joints?
