I have a pretty old deck railing that is leaning outwards. If I pull the railing back, the entire side of railing is a little loose and I can pull it back most of the way back, but as soon as I let go it leans outwards again.

There seems to be 5 vertical wood beams connecting this side of the deck to the joist. Each vertical beam is attached by 2 bolts (picture shown)

What could be causing this lean? How can I fix this?
