I'm doing a repair of a hole in a basement floor.

I was supposed to paint the edges of the hole with Quickrete, and let that dry before putting on the mortar. But the area is too wet for the quickrete to dry. I can still use it half and half with water to mix the mortar, but I don't seem to be able to use it around the edges of the hole. Is it okay to skip that step?

Would it be better to use "QUIKRETE 10-lbs Hydraulic Water-Stop Cement"?
