May 12, 2015 at 18:11 | comment | added | user37488 | I am sorry to say I haven't found a solution I went to the same conclusion on my own today when I decided to change my Hamilton Bay ceiling fan light bulbs to LEDs and the fix was the same to reinstalled one of the incandescent bulbs back. I will not have time to go into much deeper but if anyone finds the solution to this problem in the HB fans where one of the LEDs stay on steady at a low level; I removed the one that was one and one of the other two going counter clock wise turned on in the same fashion.
