My apartments (in the Bay Area, California) are so depressingly dark because I have to ceiling-based fixtures. I just have standing lamps (with 5 ultra-bright bulbs).

I'm guessing installing ceiling lighting (fluorescent tube light would be fantastic) is too expensive. What is the next best substitute? Or if ceiling lighting installation in rented apartments is possible, who do I speak to to try getting them installed?
