Jan 30, 2018 at 18:50 comment added Ed Beal Using the language from the NEC this answer is correct, Neutral is the grounded conductor it is the return path for the circuit. The grounding conductor is the 3rd prong for equipment grounding and is not used on a 2 wire cord.
