Are you saying just splice the not-long-enough neutral there, or are you saying bring the home-run there ? If the latter, then the metal continuity satisfies EGC, so you just bring a neutral and hot (of convenient length) into the panel-proper. And you put an AFCI/GFCI receptacle (or dead-front there) so you can use an ordinary breaker. | |

Which is no more neutrals that I'm thinking of landing there (in the ground bars I add near the bottom of the picture) for convenience. | |

As such I don't recommend it (partly out of fear I misunderstood it). And UL will have required enough neutral spots for any listed use. But also, what Ecnerwal says re: labeling/instructions. | |
