My submersible pump Why is only getting up to 48 psi so themy submersible pump is continuously running. I shut breaker off. water is draining backward 0psi in 10 seccircuit dropping pressure?

Pump wont shut off. Has new pressure switch. Checked pressure tank and tank pressure good. BacflowBackflow to 0psi within seconds of shutting power off to pump. Pump only gets up to 48psi while continually running. Bad checkvalvecheck valve cause both issues???or Or cracked line ?? Also when shutting off power to pump , iI can see the water movement way down at water level inside well casing so imso I'm sure its backflowing at the bottom.
