Apr 10, 2014 at 17:07 comment added DA01 @amphibient oh, to clarify, I got why there were two sets--I just wasn't used to seeing the outlet, itself, being used to connect them. In past homes, that was always done via pigtailing.
Apr 10, 2014 at 17:00 comment added amphibient there are two sets of wires because one set is charge (coming into the outlet) and the other one is load (going out to the next box/outlet). nothing unusual about it. the tab is not broken because it serves to connect the two
