Sep 18, 2018 at 13:28 comment added Tyson If it’s true that other circuits suddenly work when you turn the stove on, and go back off again when you turn the stove off, that is a condition call “back feeding”. It tells me that you need help from someone that understands basic home electrical distribution. Reading between the lines, look for a friend or relative that can help spot the actual issue, poking around with this could cause death. You could also try reporting “partial lights out” to the power company, this problem could actually be outside your house.
Sep 18, 2018 at 2:52 comment added edey It seems that whenever we try to test the voltages of the receptacles there would be an initial spike of around 150-190 V followed by an instant drop of 1 V(we also tried it with 300V range on the multi-meter and we got the same results).
Sep 18, 2018 at 2:37 comment added edey When only the lights&receptacles circuit is on, some lights are flickering, some lights are instantly turning off, and one light is just dimmed, however when the both the oven&range circuit and lights&receptacles circuit is on nothing will work unless either the oven or the stove is turned on
