I'm the sole developer for a publishing house, doing on-line courses and exams.

We have a web designer, who typically does layouts and courses, but I do anything that involves programming logic.

My only concern with the second is if there is differential settling between the two decks, you might get a tripping hazard between the upper deck and the false deck.

I won't put this in an answer, because Tester101 will abuse me. Stuff the holes with matchsticks and glue. Let dry, and sand flush. Also, get proper hinge screws. Those heads are too big for the hinges, and the heads interfere with each other.
