We have a web designer, who typically does layouts and courses, but I do anything that involves programming logic.

I think the second one is for ceramic. It's basically a glass cutter for brittle material. It won't work on a tough material like vinyl.

You'll be cutting off the join after it's pulled, so there's no worries there. Just remember to pull enough excess so you can trim it back to "new" cable.

I'm not too sure about concrete. It's pretty crappy stuff in tensile loading or bending (which is half tensile).

This is common practice. You mud drywall - drywall seams. But not drywall-floor. Seeing as YOU hung the drywall, if the gap is too large, it's your fault. However, seeing as it's going to be covered, you could plug some too-large gaps with thin strips of scrap.
