bcworkz: Correct, it's a single pipe steam system. I verified that the valve at the bottom (left side of the picture) is fully open.

BMItch: The valve on the right isn't adjustable, but I think there are replacement valves which are. Even so, if the radiator is too small no valve is going to make it hot enough to heat the room, right?
