@maple_shaft, the lights are all on the wall. I have huge baseboards that I could take off to get access inside the wall without too much destruction, and have located this run in the basement. Having never done anything like this before, I'm on the fence about learning more and doing it myself or hiring an electrician. It'd probably work if I did it, but probably not to code.

This was an excellent overview of what to expect. I've determined what these wires are for, which is lighting in the next room. So in order to do this technique, I'd need to remove a lot of drywall and drill trough a lot of studs. Is that generally the way someone would go about fixing this? This is on the first floor, so to me, I feel like this wiring should be done in the basement and come up to the lights through the floor.

@MichaelKaras, I believe that is an old, non-functional door bell. It was actually handing down loose; I just tucked in in that hole.
