It's 1" EMT. Single top plate in non-load bearing wall. Horizontal run is directly against the joists because that's the type of the straps I found.

@Tom No, you don't have to frame as far as I know; I was just assuming it already was framed. The cables will have to be secured somehow, so you'll probably want to add some plywood (like in the photo) if there isn't some up already. A photo of your panel and the surrounding wall would help people offer more detailed suggestions.

So the top bolts would installed horizontally? Never occurred to me to attach to the upper truss member, but I see why that would be stronger. In my case the ceiling is already drywalled, so I'd have to find some sort of grommet for where the cables pass through the ceiling. Does it matter whether I use ferrules like this or the U-bolt style clamps?

@DA01 trusses are perpendicular so each cable would attach to a different truss

So excavate to create a "box" that the pipe enters into, line with poly (sealed to what? top of subfloor?), line with XPS, then backfill with gravel? What's the benefit of the gravel? Just to help the "box" hold its shape?

@ChrisCudmore I guess I'm not sure how accessible it needs to be once the plumbing is connected. Anything that can be torn out if necessary without having to remove the tub would probably be ok.

@DA01 I've read about people using a landing, and inspectors approving it. However it's only going to cost me ~$50 to rebuild these stairs and it gives me the chance to insulate the slab underneath them. As for shimming each step, that sounds like at least as much work as rebuilding them.
