This could happen if the radiator is the first one on the run starting from the boiler. The air will want to collect at a high point but if the pipe goes down after this unit then it may get stuck there if the flow is not fast enough to push it back down. You might consider that there is a leak that is letting water out of the system causing too much makeup water to enter, which will add the air. You could also think about putting in an air scoop between the boiler and this radiator to get the air out before it gets stuck in that loop.

When I removed and replaced the Honeywell thermostat from my boiler to fix the hot water coil I had the same problem. I found that when I pushed the copper probe into the crevice in the boiler it was not in all the way, and did not register the water temp. Once I made sure it was seated in the whole way it shut off at the correct threshold.

You may have caused the streaking with the damp rag, as you suggest. The water would probably take longer than 15 minutes to dry from the wood, and the stain will seal it in to create a dark spot. When you make a damp rag to wipe the sawdust instead of using water you should use alcohol or mineral spirits because these have very high evaporation rates. They will be wet for a few seconds and then disappear from the wood, leaving no trace.

Tester may be right - the city pressure could be fluctuating from normal to high and the only way to even that out is to have a PRV for the whole house. It is a cheap part to rule that problem out.
