Is there any problem building a wall under floor joists at mid span?
Under trusses you should be careful not to attach it directly; you may get "truss lift" which can crack the drywall attached to the wall/ceiling.

I like this approach, but I would go with two layers of polyiso and staggered joints. Note that in most jurisdictions, you need 5/8" drywall between garages and living spaces.

If the neutral broke and you plugged something in, the neutral at the outlet could be at line voltage.
