@Spedge Costs are always a tricky topic because there's so many different factors involved (parts, permits, labor rates, etc). I'd suggest calling around and getting ballpark figures -- good electricians should at least be able to tell you a minimum. Also, beware of people that charge LOW LOW rates. Make sure they're fully licensed and bonded.

I know it probably goes without saying but I thought I'd mention it anyway: 1) If the insulation is old, be sure to research whether or not it has asbestos in it. Tests are cheap these days. 2) Be sure to ALWAYS use/wear sufficient safety equipment (e.g. eye protection, appropriate breather mask, gloves, etc).

I don't have an answer for you but personally, I prefer wired security systems simply because they provide slightly more physical control over access to the relevant systems. I think wireless management/integration via standard protocols would provide a larger potential for hacking (consider the security degradation of WEP and WPA over the years). Yup. It varies greatly. In my specific county in the US for example, sections of the house can be "red tagged" which requires action to be taken before selling the house or letting too much time pass by.
