Many home improvement stores will rent thermal cameras so you can see where all the leaks are. In addition, there may be gov. grants or rebates for making your home more energy efficient.

Ground loops do frequently exist between say, your cable/satellite ground and electrical ground. But not so much two electrical grounds. It shouldn't be an issue.

@TravisK I'm sure you have that backwards...16 gauge is thicker than 18, and you want thicker wire for longer runs to minimize voltage drop.

The extra wire off the side is definitely for pulling strength, so when you run the cable that takes the force of pulling it instead of streching the wires. Usually they are made from aluminum or fibreglass.

Get the spline roller...trust me. They are only a few bucks, and you will be cursing trying to put the spline in without it. It can be done without one, but it turns 10 minutes work into an hour.

sketch the area, then add new lines between corners to divide things into triangles. Then go measure all the lines including the ones you added. Use trigonometry to figure out the parts you can't measure.

I very much doubt there is any legal way a landlord can rent out a place that is unsafe. The landlord may or may not be happy if he has to pay. But he would be less happy if his tenant died in a horrible electrical fire and the house burnt to the ground. The hydro company will figure out if its safe or not, and go from there. The reason I said call hydro not the landlord is scummy ones wont care...and you get left in a deathtrap. The hydro company might decide its ok, but better safe than dead.

And on the non-dangerous side of things, ground loops cause 60hz hum in most audio devices and TVs. It's really really annoying, and some people go to great, even dangerous lengths to avoid it.

@gabriel even better - either way you don't need to foot the bill. If you think it poses a significant hazard (and if the insulation is cracking, it very much could - those wires don't have circuit breakers, they keep going until something breaks) I would call your hydro company's emergency number and talk to them.
