Its possible the outlet has been accidentally wired to two circuit breakers on the same phase. This is unsafe. If there is no single breaker that turns it off, see if there is some combination of breakers that do turn it off.

@tropicrocket yes it is potentially dangerous. A short that is making a bad (high resistance) connection can make enough heat to start a fire. Good call turning off the breaker until you work out what is going on.

Unless you disconnect the circuit at the panel you will have continuity between ground and neutral - they are tied together at the main panel (and only at the main panel if installed properly).
