I would try out the silicon spray on one or two sample pieces. you could go with graphite powder but my concern is that you would probably end up needing lots. This is not really a common requirement, so you may require some trial and error.

I agree, the inverter is wasteful. my setup would be 24V Battery bank (2x100ah solar) attached to a charge controller with failover, then Dc-DC converter chips to drop to the 19v, 9v and 12v needed by my devices. If you can access the drain from the outside. you can use your hosepipe (whilst on or off) to try to knock it out.. much depends on your drain config.. it will not bend corners...

about 60000-100000 psi in a waterjet cutter to cut through steel. a direct injection engine squirts fuel at about 2000psi into the cylinder to atomise the fuel. I do know at that pressure (with the size of aperture) the jet will blow through your hand.

Take it out again and see if the key tuns the deadbolt to full position. if there is too much pressure on the structure it will not play nicely.

great answer - really watch out for snapping of the bit on the exit hole, never angle the drill while drilling. I normally have a bench grinder close at hand to keep the drill edge sharp, essentially as soon as you get the bit to hot (speed) you will not have that bite on the blade that was mentioned above. - Try to check if your hand drill has a speed control knob in the trigger button, that will help also.

Would a home-made batch of concrete made out of a bucket not work just as well, with significat cost savings? To me it looks like that slab is on the thin side. how about cleaning the holes, washing and laying fresh cement/concrete into each hole, then Floating it flat. why all the technical products for something that is inherently flawed already?
