As mentioned, I only recommend this with material backed sand-paper, also don't use a a sponge backed sanding block (which can indent) , rather a block of wood. this is something that I do often without any tears. Please try this before knocking it. Its a whole lot easier than using a dremel and a lot neater!

comment How can I treat these green spots on my hot tub?
one idea would be to try to remove those algae growth areas by sealing under the tiles. (silicon or some boat epoxy) Just don't know how good it will look.

Question is a little unclear. do you want to know how to make some sections of the electrical wire insulated so that it does not shock you when you touch it? - also you don't want to let the "signal/energy" dissipate anywhere! thats why it basically makes a loop,- out one side of the energizer and back on the other side - if there is lots of power lost it may trigger an alarm - setting the live strand into concrete will do this. Best is to use something called HT Lead or some good insulated cable (if its a low power unit)

Salt water will tend to keep the "levels" more balanced, since there is slow addition of chlorine and not much Human Error, however, it also creates a vapour from the pool which aides corrosion of Iron components. if you have any metal close to the pool, it will start to corrode faster.

I also feel that the bolt bracket is not strong enough for a fence post, given that the pivot weight is at that bracket position. i.e you will get lots of sagging. Can you not support the top of the post with a section of adjacent fence? or is it free-standing?
