need more info. How is heat delivered to the upstairs? Radiators, hot air vents, radiant heating? Is the upstairs a separate zone? Where and how many are the zones?

+1 But also make sure that the leak is fixed and the area is really dry. Also check to see if the remaining tape and compound at each end of the missing section is firmly attached. If not remove back until you reack solid.

+1 As to what has caused it, switches are fairly cheap plastic and metal contraptions that go through thousands of cycles, often with a snap. That they last as long as they do (usually) is a small miracle.

Most multi-family dwellings require that the building (often the superintendent) have access to the apartment in case of emergencies (leaks, etc.). Have you considered this in your plans?
