Not unless the bar itself is firmly grounded. This would require a wire connection between the mounting strap and the ground wire from the cable. And that there was good mechanical connection of all the metal parts (no paint or coating preventing metal-to-metal contact). And that also assumes the fixture itself is not likely to be touched once mounted.

@user2059078 Yes, but as you suggested, the 1/2 inch grab is a bit thin, unless you use 4 or more screws per plank. And cedar is a very soft wood, prone to shredding around screw threads when stressed.

@WayfaringStranger It's actually an exterior grade coated construction screw. I'm not a big fan of drywall screws for construction except for the lightest of loads, and surely not shelf brackets.

@SpeedyPetey Sounds like a typical no-neutral switch loop, although a switched white is more common than a second black (unless individual wires were run in a conduit). A neutral on a simple switch loop is relatively recent vintage (as my early bad answers on this site reflect).

This is pretty much the standard approach in the northeast US. Some brick chimneys have a stone cap held up in the corners by pieces of brick, but these leave room for small animals to enter if screening is not used.
