@DA01 I suppose that entirely depends on the hotplate itself, doesn't it? If it doesn't get too hot and is designed for outdoors use, it would be pretty safe. I didn't say this was a great solution, but it is a possible solution if you can find the right product.

@ProgrammerGirl the depends on the hotplate. If you can find one that is made to be used outdoors, then I would think it would be safe electrically; if you can't, running it off a GFCI outlet/line would. The fire hazard is real, but if the hot plate is temperature configurable, I don't think it would be a significant risk. If you can find the right hotplate that would be safe to use outside, I think the timer would allow you to set and forget it.

If it's a rental and they aren't allowing you to make modifications and you can't let it drip, can't you contact building maintenance and ask them to address the issue? Personally, if dripping onto passersby isn't an option (which isn't a big deal to me; it's clean water) then I would hook up a flexible tube to the spigot on the AC's pan and let it drain through the hose to the ground. This may require a long tube.
