There's no foundation :) - but it is on rock, below all the sand and dirt. The walls are built on stacked CMU's (probably 1 layer).

@JeremyW.Sherman - I think he/she is "starting from square one" here. In any case, as Jeremy says, spray foam is fine - but it won't look great, and it will last maybe 10-15 years. If that's OK, then go for it.

Dryer vent is usually 4", so that would make your hole twice as wide as the vent pipe? Is that the case? That would be really strange. Can you measure the hole and the pipe and post the numbers?

I'm in Cal with a single story ranch and I have blocking, at least in my external walls. Knock with your fist up and down the wall, and you can hear the sound change in the middle if you have it.

The most likely danger is that a wire will short, it will scare you, and you'll fall off the roof.

The black cuddled up against the neutral is a bit scary if the insulation has failed there also. Air is a dandy insulator. I might be tempted to stick a wooden wedge between the black and white near the peckerhead (sorry weatherhead) and then leave it for your electrician.
