Agree with the tapcons. Be sure and used a pressure treated board for your bottom plate though. The rest of the wall can be regular wood.

I agree. No scoring and just feather. But I usually use the fiberglass tape that sticks by itself for repairs. It's thin so it doesn't take as much feathering.

That's what I thought I had too - just faint patches, but it still showed through. But I did use latex primer sealer instead of oil based sealer. If you use oil based, you might be OK. You could always try a spot and see.

To provide more details for this answer - a diamond blade and a 4 inch angle grinder. It can be used dry. Be sure to wear a mask and goggles. It will make lots of dust.
