Perhaps they have larger water heaters than the original model with which there was sufficient clearance in the utility room.

It appears that the framed ones have a ground screw and the unframed ones like buyhardwaresupplies.com/… don't. The Leviton Decora Switch you link to is also framed and has a ground screw. It is a proper replacement if you would like that kind of switch over the other type.

Looks like you have a switch loop, there using the white as hot to the switch and the black is the return from the switch to the light's black.

Are you sure that the outlet wasn't GFCI protected? There might be a tripped GFCI that cut off power to that outlet.

You should pick a switch that is rated for DC (at least 12VDC). Switches' rated for 125VAC @ 10A etc. although they will still function with 12VDC @ 10A they aren't rated for it and will not last. As unlike with AC switches, DC switches aren't assisted by the alternating current which reduces the current to zero twice every cycle and must handle arcing that occurs when breaking the circuit by moving the contacts apart faster.
