I've roughed-in so many houses where we simply hit the furnace / water heater ignition with the same 15A circuit and never did an inspector blink. I did not know it was actually required (and, I'm wondering if they did?) Learn something new every day. Man, now I have to go break into at least a hundred houses to fix it!

I went into some pretty good detail of how sub panels should be installed in this answer - in short, you bond only in the primary panel, ground and neutral need to be isolated in secondary panels.

You do realize that the voltage of the sensor is independent of the actual load it's switching, right? The red / black wires are what the sensor itself needs to operate, in order to close the yellow wires. Have you applied a voltage to one yellow wire and connected the common of that source to the common of the relay, and the other yellow wire to the voltage in of the relay?
