Depends on which side of the meter it is. Either way they have to unlock the meter for an electrician to do the work on consumer side.

Yes, there are 2 pole AFCI's. They make them for straight 240V and also make them for shared neutrals. Always match the brand breakers to the panel manufacturer.

@Jon Raynor +1. He nailed my problem from a couple of years ago with this answer. Basically I had the same problem because we didn't use a toilet for days at a time and over the years we had the insufficient flush problem because the jets became clogged with calcium buildup. Changing the toilet fixed it.

2 things to add. When you remove the hot and cold water hoses try to remove them on the washer side. This is where the screen filter are that are on the hose and they should really be cleaned out every time maintenance is done on your machine. The other is never let the drain hose get lower than the pump, or hit the floor. If this happens there is a good chance that the gunky, funky drain water will get on your floor and it is not the easiest thing to clean up.

I know there are some meters that you need at least 60 volts for, like some of the solenoid testers. Some electronic transformers will not show measurement without a load, but I've never heard of A/C use electronic transformers.

If you have brown, yellow and blue wires in the junction box and attached them to the same color wires in the fixture, then it sounds like a defective fixture. If the colors are different there is a possibility of wrong wiring. In the US, the better ballast are dual voltage 120/277v but I'm not sure that covers 208/220/240v.
