From your link, "CO/ALR applies only to standard light switches and receptacles; CU/AL is the standard marking for circuit breakers and larger equipment." Either way, describing split bolts or wire nuts with al/cu works.

You can also try mini-track lighting. Mr16 lamps are best used for these because the of choice of beam spreads. Three pictures and 3 fixtures with the correct beam spread can pretty much light the picture and not much around it. If you are worried about the heat make sure the lamps have a diachroic film on them. This sends the heat out the back of the lamp. Also if you get bare-back track heads (these just have a socket and holder for the lamp) you might not want the light coming from the back of the lamp onto the ceiling. Then you can get a coated back that blocks the light.

That's how it is where I live. California adopted the code in 2009, but where I live the city was lobbied heavily by builders and are not enforcing it. Another problem is that when the code came out there were not enough contractors licensed to install them.

Also if you can see the flame, if the flame just sits there then there is something wrong with the airflow, which will make the heat cycle shorter because it will heat up faster. With good airflow the flame will look like it is being sucked down the vent. When this happens the heat thermostats operate as normal and you will get regular cycles from your heater. As tester said handling capacitors are dangerous. A lot of testers can give you a micro farad reading but you have to know what you are looking for. For this a "pro" will know what to do as soon as you describe it.
