Okay - A socket wrench does, indeed fit into that part of the tap. However, the nut looks like it's had its day. When I turn, it simply turns on the nut, smoothing its edges as it goes.

Why would melting snow get into foundations more than rainwater - is it just because there's more of it in a shorter period of time?
