I am winding down my years of pounding nails, building custom homes and additions, renovating kitchens and bathrooms, and converting cellars and attics into beautiful living spaces. I am doing more and more home inspections as my bones age and my back gives out. Now I find it easier to look objectively at home structures than to build them. My goal here on Stack Exchange is to help DIY'ers do it the right way and share my years of building experience with them. be careful using chemical rust removers. They can damage painted surfaces as well as remove rust. A rotary wire wheel on a drill is a good way to buff rust off. Cover the bare areas quickly with something like rustoleum primer for rusted metal, then paint with an epoxy type paint.

Practically speaking, since the bookcase is so large and will be attached to the wall, it becomes part of the wall and would be obstructing the box. The box needs to be accessible if there are any hot wires in it. i like the idea of extending the box and making it protrude into the bookcase, or have an opening or panel that makes it easy to access the box if needed.

Sure sounds like a sloppy job. there are caulks especially for matching wood floor colors. you could use them, but I would be screaming to have it done right. Guess you learned that you normally get what you pay for. sorry.

small cracks in block foundations are pretty common on a house that age. I always look at both sides if possible and especially look for how much the blocks have displaced. Usually not a big deal if there is little to no displacement.

Jack is right, don't mess with it. Even though it is on your property, it is owned by the water company and they will hold you responsible if you damage it. The piece you are prying on actually screws on and off with a special wrench.
