What I'm getting at, is that there's a requirement that all rooms have at least one switch controlled light. Often this requirement is meet by plugging a lamp into a switch controlled receptacle.

An elbow (sweep) is not a conduit body, nor a box, so it is not a pull point. If you swap out the sweep for a conduit body, then it's a pull point. Though if the conduit is already strapped in place, you'll likely need a couple nipples to fit the conduit body in place. Also mind the orientation of the conduit body, with respect to the pull direction.

It looks like you already have overhead service. Are you trying to add an additional service, or to modify the existing service? Have you contacted your service provider? They may provide you with documentation describing what they expect, as far as how the pole is to be erected.

Don't even bother soldering it yourself. If you're going to hire somebody to test it and charge it, it's not worth your time or money to try the repair yourself. Not to mention, if you mess up the repair, who ever you hire will just have to fix it again.

Since the OP is asking this question, I'd have to assume they're not very experienced with using a circular saw. Suggesting a novice make an 8' long, straight, bevel cut, free hand, with a circular saw, is preposterous. They're going to need some sort of jig, if they want the cut to come out remotely decent. Even experienced users would have difficulty making that cut.
