It sounds to me like the cabinet is not used for storage, or livable space. So I'd say any cable in there is already protected from physical damage. Since it's a cable, and it's in a "protected" area, I wouldn't think conduit would be necessary.

when you say the bill is huge, do you mean dollar wise, or usage wise? Are both homes in the same city/town (supplied by same municipality)? Are both the homes using similar equipment (heating, cooling, etc.)?

Sounds like either the thermostat is wired incorrectly, or the wiring in the furnace is wrong. Without more information, it's impossible to answer this question. What is the make/model of the furnace? What is the make/model of the condenser? Can you include photos, or a wiring diagram of the thermostat and furnace control wiring? Is this a new problem that started recently? If so, what changes were made that may have caused the issue?
