comment Parents cable box caught fire, hour later half the house is out of power?
Have you tried contacting your electrical service provider? There might be a problem with the service, which they may fix for free.

comment Can I move the electric breaker panel a little, and put in smaller closet?
I don't think hanging a picture over the panel would violate code, unless the photo is lag bolted to the wall. I also think that if when the door was open the proper working space existed, having the panel in a shallow closet would pass inspection.

This doesn't answer the question. The OP wants to know if painting over the incorrect paint will fix the problem, not whether or not you think the store should remedy their mistake.

You need the help of a professional Electrician, and/or possibly your electrical service provider. There's a major problem that cannot be solved by folks on the internet.

comment How to wire GFCI together with two switches controlling light/exhaust fan and vanity light
When referring to terminals on devices, "upper" and "lower" is almost never helpful. Not all devices are configured the same, and there's not always an "up" or "down". When talking about GFCI terminals, "line" and "load" is the way to go.

Can you provide a list of all the wires in each box, also noting their grouping? A few photos of the wires would also be useful.

comment How to properly hire contractor(s) to fix deck and railing deterioration?
Welcome to homeownership, where everything costs at least triple what you'd expect, and takes five times longer to fix. Get some references from the contractors, and make the phone calls to the past clients. Ask the contractors for some photos of similar past work. Don't always hire the cheapest guy, just because he's the cheapest. Hire the guy you feel most comfortable with, and don't be afraid to voice any concerns. And never forget, they work for you. If you see a problem with the work they're doing, talk to them about it as soon as you see it (don't wait until the end of the job)

comment Wire Ceiling Fan and Exterior Lighting
I'd call in an Electrician. If you can't remember the original wiring, and don't know how to determine where all the wires go/come from. You're going to need more help than a bunch of crack pots on the Internet can provide.

comment Is it ok to simply cap off an unused 240v line in a junction box?
As an added precaution. Label the breaker in the panel (if it isn't already), and turn the breaker off.

comment Low voltage wire was cut putting. Gonna furnace door back on.
If you're luck you blew a fuse, or damaged another wire. If you're unlucky, you blew the transformer. Does the system work in cooling mode, or with the fan set to ON? Do you have a multimeter or voltmeter, and the ability to use it?

A proper drain to move the water to a safe location, might be a bit easier than building a new driveway.
