@Tester101, just for my personal reference: In the USA is it legal to work with gas in a domestic dwelling without some kind of "gas professional certification"? In the UK it's illegal to do such work unless you're "Corgi Registered", though I see that recently changed slightly, Council for Registered Gas Installers.

as long as I'm understanding correctly what you mean by "plastic anchors", I believe the following is true: If you have to use "an adhesive" with "plastic anchors in masonry" you're either not using the right fixing for the job, or have "botched" the drilling of the anchor hole (IMHO).

@Deele, "Should I use it for all handrill parts?" after you have thoroughly prepared & cleaned the metal hand-railing I would, "Paint (primer) everything with a rust inhibiting primer." ie Paint all the metal parts of the hand-railing.

@Shimon Rura, if there definitely is no membrane under the existing slab (& rising moisture hasn't been a problem) then you could leave that out, along with the 1inch (25mm) thick building sand layer (which is only there to prevent the membrane from being punctured by the sub-base). I personally would still go with the sub-base material...

how thick is the (remaining) existing balcony concrete slab? What is the dimension from the sill, down to the top of the (remaining) existing balcony concrete slab? Could you easily remove the existing metal handrail & replace it with a new wooden one (if your local Building Code would allow that)?

@Yitzchak, I can't speak for others here, but I only spoke about "sealants" because of there mention in DA01's answer. Personally, without seeing the actual situation in person it's a little hard for me to say which method ("repoint & seal" or "repoint & render") would be best.

all I know is, my wife works in the engineering department of a (large) hospital, and when some of the older buildings flood, the maintenance crews go in remove all water damaged materials, then set up huge "industrial" dehumidifies & let them run for a week before going back in & repairing the damage...
