@BMitch, Agree! with "baby gate". If the US is like the UK, the gap in the risers (by Code) shouldn't be large enough for a baby/toddler to get stuck (or squeeze through) ie 100mm (4inch) or less. If the gap is larger than 100mm (4inch), I believe "Walker's" comment below the question is spot-on.

strictly speaking aren't shut off valves different to a stopcock (at least in this situation) ie Shut off valve stops water to a given water outlet, where as a stopcock is where the homeowner goes to turn the water off water for the whole house? I totally agree with you that shut off valves should be installed with all outlets (if that is what you're saying).

how long ago was the repair done? Before the repair was completed, did much water get in? If you now go up into your loft space and feel the chimney breast with your bare-heads does it feel damp?

@Abe Miessler, agree with "ppumkin" above suggestion of burying the side walls into the ground. In North America 2ft (600mm) is deep enough to keep any critters out, though I am saying that from a gardening prospective, so going down even deeper might not be a bad idea...

@Matt Chambers, I've answered your above comment, "But in that case I still want to know how fast moisture comes out of dry ground", the best I can in my edited answer. You're also going to have to forgive my ignorance when it comes to "Conditioned Crawl Space" as that is something that is extremely! rare in the UK domestic housing market...
