If your house is that new, then it almost certainly has water-saving toilets installed, and the cheaper water-saving toilets simply don't work too well. We had one that you had to flush three times to have any result, which of course thoroughly negated the low gallons-per-flush. Replaced it with a higher-end toilet (researched and found one that was rated excellent on flushing performance) and have had no further problems.

@Asdfg, actually, random beeping is much more likely to be caused by something that is not plugged in, i.e. something that runs on a battery (and said battery is dying).

The guideline for "is this too petty to bring up" is, can you live with it? Is it something that you will notice Every. Single. Time. you enter the room, or is it something that you would have to know it's there to see it? (Personally, my eyes are bad enough that I don't really care about issues near the ceiling, but gaps in coverage really should be fixed, so I'd bring up the latter but maybe not the former.)

@sharptooth: my mother will actually take the hair and crud that accumulates on the bathtub drain filter and flush it down the toilet. It's like she thinks the toilet drain goes to an entirely different (and magical) place than all the other drains in the house.
