I have a similar setup. My 30 amp dryer outlet is wired with 10/3 wire to a 40 amp breaker. How could this have passed the initial inspection when the house was built, back in 1979?

Anytime warm or hot water is draining into the stack; water from second or first floor, even water from the first floor kitchen sink that ties into the stack below the ticking.

I've checked the clearance at both the floor and the ceiling subfloor and there is plenty plus filled with foam.

Do you think the wrap will hold up to the rubbing through the years? It is on an interior wall, so I am wondering if trying a duck cloth would be better.

The house was built in 1979. I think you guys are correct. I don't see why they made the kerf cut to stick the rubber seal in, but it does look like the goal was essentially what can be bought today.

I live in central Ohio so I might not understand your plight, but I never understood insulating the basement walls. The basement walls are insulated by earth. How far down does earth get below 55 degrees? 2 feet? I think insulating the rim joist is the most important part, plus you don't trap moisture behind your walls. Do you have any furnace vents pushing warm air into the basement?

That image above is just something I grabbed off the web to show the bar hangers. The internal cylinder on the ones I have can be lowered. I imagine this is in case another layer of ceiling is added. H7T from Halo is the model I reclaimed. I think the one above has the ability as well. You can see a dark black screw in a slot.

I think this is the way to probably go if I want to go between joists, if not, just nail them the side. Issue with the wood bar hangers is I will have to lower each can and then use the set screw to bring the can flush with the ceiling.

The lights are only $8 a piece, but the idea of reusing lights instead of ending up in a landfill is appealing. The bar hangers I have found online are $4 per light. Forget that.

Then allow the drywall to further support the light? Or use wood to support the other side and nail the wood into the opposite joist?

I figured recessed lighting is recessed lighting but here you go. Each side has two bars that slide past each other to adjust to the width between joists.
