That few millimeters will magnify due to the cantilevered nature of the saw blade spindle. There shouldn't be any clearance at all between the inner diameter and the shaft.

Do you have attic access? I'd get up in the attic and sister a 2x4 flush with the bottom of the ceiling joist. Do both sides if you need 4.5" wide rather than 3" wide. Then no more worries, you can mount it using all 4 screws.

I spent many a summer patrolling my backyard to keep carpenter bees off our wooden split rail fence. A badminton racket dispatches them quite easily, since they're prone to hover in the same spot. I eventually graduated to shooting them out of the air with a BB gun too. Although now I think I'd opt for a non-lethal solution like Fiasco Labs'.

Make sure to run a metal detector over the surface of the wood before running it through a planer. Most sets of knives cost $50+, and can be ruined by a single nail.

Is there a reason you're averse to using power tools? Cost? Lack of a power outlet availability at the work site? Nostalgia? Providing a reason behind your choice of methodology, and specific project objectives (cutting a board to length, mitering, planing, etc.) may bring your question back on topic. As it is it's much too broad.

I think I actually like your approach better, and I think it should be the accepted answer. While it's never bad to educate yourself and be able to ask intelligent questions, the more I looked into it, the more I realized there are a TON of variables that go into HVAC design. The savings from designing a system without professional consultation could be greatly overshadowed in the long run by operating costs due to inefficiencies from such a DIY design.
