You might not necessarily have cast iron sewer pipes. So called orangeburg pipe was quite common during 60s. That pipe is pretty much cardboard and will be in a bad shape after 50 years

I would be concerned with stuff seeping trough the vinyl flooring to the carpet which would become wet and a breeding ground for molds and other nasty things. Especially since it is in a kitchen, where spills are more likely. I also prefer real, time proven materials for my rental units. I.e hardwood/ceramic tile vs crap like laminate/ vinyl/carpet.

I doubt there's any kind of standard of TV mounting. The only way to find out if this particular service includes hiding wires is to call the store and ask. I'm 99% sure that for $250 you just get someone to come and hang the TV for you. Running wires trough the wall and installing an extra recessed outlet would probably set you back much more

Regardless of the problem, it seems as if things were working before the plumber came and stopped after his visit. So he should be held liable. If he refuses then have another plumber fix the issue and take the first plumber to court.

Unless its in a mostly warm climate, which doesn't require much heating, Installing new pex radiant piping would be comparable in cost to forced air but will provide much more comfortable heat.
