I saw them probably about 2-3 years ago at Northern Tool locally. Searching now, the best I found is grip tape, a bit more sand paper like meant for skate boards.

If you do try to move it, move the grass and dirt it would hit first, otherwise you'll be pulling against at least 3x the force, dirt doesn't like to compress.

That is the stem, but looking at your pictures it appears the faucets are 1/4 turns. So if you can turn it more that 1/4 of a turn and not get water, you need to turn it the other way. If the other way doesn't work you'll need to replace it, because that's all the knob/handle would do. You may have loosened it and need to turn it back to where it was to start. Guessing from photo on the 1/4 turn, if they aren't you may need to just turn more or try the other way.

If you do use foam insulation, the foam will expand and can cause issues opening the window. The link provided is Great Stuff's least expanding one designed around this issue but I'd still fill the depth of it in with multiple layers.

I have that over my car port, roofers came in a laid foam down first because it was a flat roof and laid strips down directly over that. Used a heat gun to make the seals. Mine came w/ 10 yr warranty, I'm about 2 yrs in. The foam and rubber are more than though enough for wet leaves to sit on for a few months and my weight when I go to sweep them off. Had a ~1" branch come down and puncture it (which apparently wasn't covered) they wanted a few hundreds buck so I just filled it with silicone.
