comment What would cause an AFCI breaker to trip under no load?
CFL lights PSU is probably very capacitive and it's the size of the PSU that determines the in rush current not the CFL lights that are on. So my speculation is the AFCI is seeing the inrush current as an arc it needs to interupt. Can you turn off the lights and then turn them on once the AFCI has been turned on? Or does that trip the AFCI as well? (Sometimes it helps) It's bassicly what James Cameron said .. oops

comment How do you plug an unused hole as per the NEC for a liquid tight enclosure?
Using a Listed product goes a long way when dealing with UL regarding enclosures. There are 3 other holes and 2 will be blanked off (to allow entry from below and either side) the unit will be supplied with 2 off H125CAP's. We want to make it as easy as possible to be installed. I know I personally hate having to go get bits when I install stuff on site.
