I am recaulking some concrete steps, and the concrete/masonry caulk I bought says it's self leveling and for horizontal surfaces only. Are there caulks that are meant for concrete but will adhere properly to vertical seams? Any tips on the best way to accomplish this project?

I would use single part polyurethane sealant. The stuff sticks to anything. Mine came in a grey color that works with concrete, but it is also paintable once fully cured. –  bcworkz Apr 12 '14 at 19:50
