I have a hot water baseboard heating system. I have 4 zones controlled by 4 thermostats. The basement is cold.

I installed a new zone valve for that area and it is still cold.

I bled the zone of water and it is still cold.

The other 3 zones are heating perfectly and this one is the 3rd of 4 in the stack.

Any idea why that zone is cold?

Did you check or replace the thermostat? You could swap out one of the others to see if it is a bad unit. (Wiring is a bit trickier.) – bib Jan 28 '14 at 13:14
Thanks Bib, I did check the thermostat, I tried a new one and they both seemed to work. The one I have on now turn on the furnace and opens the zone valve (I can hear it open, and when I try in manually it is already open). – mrb Jan 28 '14 at 16:27
I can have all 4 zones running, very hot water is running in the pipes of the other 3 zones, but this zone has cold water. Could it be the water pressure? – mrb Jan 28 '14 at 16:28
