there is cold air coming in from my basement air return when the heat is not running , my HVAC unit located outside any suggestions on how to stop the airflow?

I'd start by finding out where the outside air is getting in, and making sure that all duct work on the exterior (or non-conditioned) areas is properly sealed and insulated. – BMitch♦ Jan 21 at 21:09
