It has the pipes that come out above the actual faucet that washer is hooked to so the faucet needs to turn off but doesn't even when handles are shut off. I currently have a outdoor hose sprayer hooked up to stop it from flowing out the faucet freely. It is a brass 4" base set up and we used to have a washer that hooked directly up to the faucet but the new washer is hooked up as previously stated.
