I have already sanded and washed the old vinyl tile flooring twice. I will be fixing the areas needed with patch. But, should I still use glue to put down the new tiles? Some people say I shouldn't and others say I should.

You said that you sanded and washed it -- is this to achieve a bond with new glue? What new material are you putting down? – Karl Katzke Oct 18 '12 at 18:26
